In collaboration with California Housing Partnership (the Partnership), Equity Metrics worked with the City of San Jose and key stakeholders to develop an affordable housing siting policy to address persistent patterns of segregation and unequal access to neighborhoods where residents experience better life outcomes. The policy, adopted in December, 2022, was guided by a report co-produced by the Partnership and Equity Metrics. The report presents a comprehensive data and policy analysis, and includes an assessment of local factors such as land use and zoning, demographics, the distribution of current and planned affordable housing, and neighborhood resources. The Siting Policy recommendations included in the report are aligned with the City’s goals and informed by the analysis, stakeholder engagement, and input from the City’s Housing Department.
