On October 18, 2019, Stephen Menendian and Richard Rothstein
published a review of a landmark new book on racial residential segregation in the United States, examining the policy options to advance the goal of integration. Published in the American Bar Association's Journal of Affordable Housing, the article explains why the call for integration is more courageous than may generally be appreciated, explores the specific role of the federal government in fostering segregation, and examines the relative contribution of discrimination versus structural forces in maintaining segregation today.
