On August 26, 2010, at the Advancing Structural Equality Conference, sponsored by Action for a Better Community and the Rochester Initiative for Structural Equality (RISE), john a. powell presented a talk on “The Structure of Disparities.” powell explained how using “structural racialization” as opposed to “structural racism” is more productive because “structural racism” connotes intentional, personal animus and cuts off conversation about systems and structures that produce predictable, racialized outcomes. powell emphasized the importance of going beyond conversations on explicit bias to ones about implicit bias and structures and systems, offering the example of Hurricane Katrina and President George W. Bush’s policies.
