On February 14, 2022, Director john a. powell presented to the Office of Minnesota Attorney General Keith Ellison on the topic of racial hierarchy in the United States. powell first discussed the history of human and racial hierarchy and how implicit bias is commonly misunderstood. powell then focused on the intent standard in the law and provided examples of the use and impact of the intent requirement in Minnesota in the areas of education and housing. powell concluded with suggestions for how attorneys can help create a more equitable society.
