Creating Opportunity: Incentivizing Low-Income Housing in High-Opportunity Areas

In an effort to increase the opportunities of its low-income residents, the State of California commissioned a task force to create a map of the neighborhoods most conducive to upward mobility. The map is now used to help allocate over $300 million in annual tax credits. The map combines 21 measures of neighborhood resources in economic, environmental, and education domains to evaluate a broad range of neighborhood characteristics. This model can be replicated in other states within the nation.
